Our Procurement Division is the central purchasing and materials management department for the Agency. The mission of the Procurement Division is to provide a procurement system of quality and integrity; to assure RHA procures services, supplies, materials, equipment and construction effectively, efficiently, and at the most favorable prices; and to assure purchasing actions are in full compliance with applicable Federal standards, U.S. Department of Housing and Urban Development (HUD) Regulations, and State and Local laws.

Request for Project Based Voucher Proposals

This Public Notice solicits proposals from property owners or developers for participation in the Raleigh Housing Authority Project Based Voucher (PBV) Program.  The PBV program attaches rental subsidies to multifamily properties that are either newly constructed, rehabilitated, or existing and located within RHA’s jurisdiction.

Property owners and developers are invited to submit proposals to RHA. Details are explained in the PBV Request for Proposals. The RFP may be downloaded at this link or by e-mailing PBVRFPresponse@rhaonline.com. Register intent to submit a proposal at PBVRFPresponse@rhaonline.com. Questions can be directed to PBVRFPresponse@rhaonline.com.

Proposals must be submitted no later than December 31, 2024 at 5:00PM EST.

Participation in the PBV Program requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements.

Request for Qualifications

 

The Housing Authority of the City of Raleigh, North Carolina’s strategic plan includes the development of 2,000 housing units by 2028. The following scope of work aims to support the predevelopment planning and project delivery of this development pipeline as well as any other Architecture & Design Programming service needs across the RHA portfolio and operations. Architecture, Design & Specialty Advisory Services include but are not limited to: affordable, mixed-income, mixed-finance & workforce housing & mixed-use, public realm environments, cultural & civic, workplaces, educational, retail & hospitality, new construction & renovation & adaptive reuse, & districts & neighborhoods. Specialized expertise is also sought across offsite prefabrication, sustainability, and design innovation.

Questions will be answered by addendum. During the period of advertisement for this RFQ, RHA may wish to amend, add to, or delete from the contents of this RFQ. In such situations, RHA will issue an addendum to the RFQ setting forth the nature of the modification. All addenda will be posted on the RHA website at www.rhaonline.com/business-opportunities/.

All packets must be submitted and received by no later than the extended submittal deadline of 3:00 PM EDT July 1, 2024.

Proposals will be accepted until all vouchers under this RFP are conditionally awarded, the RFP is discontinued, or the deadline is reached.  Notification will be posted at https://www.rhaonline.com/business-opportunities/ once all vouchers are conditionally awarded or the RFP is discontinued.
