HUD Posts NSPIRE Job Aids

On the HUD Exchange resource library webpage, the Department of Housing and Urban Development (HUD) has posted the following job aids for the National Standards for the Physical Inspection of Real Estate (NSPIRE):

Section 8 Owners Incentives

Fair Market Rents

  • 2023 Fair Market Rents (FMRs) – Effective 5/1/2023 
  • 2024 Fair Market Rents (FMRs) – Effective 1/1/2024
  • 2025 Small Area Fair Market Rents (SAFMRs) – Effective 1/1/2025

    The contract rent requested by the owner equals the Small Area Fair Market Rent for the Raleigh, N.C. area minus an estimated utility allowance that the Housing Authority is required to give to each family.  This utility allowance is included in the rent calculation.

    HUD requires that Raleigh Housing Authority determine if the requested rent amount is reasonable.  A rent reasonable comparison is completed using the Affordable Housing Rent Watch system.  This system compares the unit to unassisted units in the private market based on location, house type, size, quality/condition, unit age, amenities, housing services, maintenance and utilities.  Landlords will be contacted directly if the rent is deemed unreasonable.  Please note that a unit is not officially approved for leasing until it has passed the HQS inspection AND the rent is deemed reasonable.
