Welfare to Work Voucher Program

In November 1999, Raleigh Housing Authority was selected by the Department of Housing and Urban Development (HUD) to receive 700 housing choices vouchers under HUD's Welfare-to-Work Section 8 Tenant-Based Assistance Program.  This is a 5-year grant and funded annually at $3,942,569. In 2001, an additional 250 vouchers were added.

The Leased Housing Staff had 12 months to lease-up the entire program.  Due to the overwhelming success of the Welfare-to-Work Voucher Program, 100% lease-up was accomplished in 9 months.

Nine hundred and twelve low-income families were matched with private rental apartments or houses.  Tenants pay 30-40% of their income to their landlords and HUD makes up the difference.  The purpose of the Welfare-to-Work Voucher is to assist families in obtaining or retaining employment.  All families must show progress towards self-sufficiency.
